Who gets which raise
- 7% — junior enlisted, E-1 through E-5
- 6% — E-6 through O-3 (senior enlisted and company-grade officers)
- 5% — O-4 and above (field-grade and flag officers)
This is the second time in recent years Congress has targeted bigger raises at junior troops, and it would comfortably beat the across-the-board 3.8% raise of 2026.
